Business Support Council of the Republic of Armenia and the Council members were created according to decree N 768 of the President of the Republic of Armenia on "Creating the Business Support Council" adopted at December 31, 2000.


In February 22, 2001, the decree N 131 of the Prime Minister of the Republic of Armenia on the charter of Business Support Council became effective.


The Prime Minister of the Republic of Armenia is the Chairman of the Council; the Vice Chairman is the Chief Adviser on Economic Issues to the President of RA. The following government bodies: the Minister of Trade and Economy Development of RA, the Minister of Finance and Economy, the Mayor of the city of Yerevan are included in the Council as well. Forty-four businessmen presenting the business community are included in the Council by rotation order and eight representatives out of are elected by rotation order once half year the staff of which is formed according to decree of the Prime Minister of RA. Since six rotations took place.


The following topics are considered to be the most important for the Council: investment promotion and assistance to entrepreneurship, developing measurements aimed at the elimination of administrative barriers, systemizing the relationship between the businessmen and government bodies, creating an effective co-operation mechanism, developing the economic policy of the Republic of Armenia, providing the participation of businessmen to the meeting, supporting the formation of favorable legislative framework that regulates the business environment.


The main objective of the Council activities is to provide favorable environment for investments and business in the Republic of Armenia.


The Council conducts its activities by the meetings that are held monthly; in case of necessity also an extra meeting is called. The Council has convened eighteen meetings nine of which took place in 2001, the two meetings in 2002 and the other four in the current year at witch many topics were discussed: discussion of issues submitted by businessmen, discussion of a number of law drafts of the Republic of Armenia and the discussion of the implementation of the RA Prime-Minister's assignments etc. (the minute of the list of the meetings is enclosed).


With the purpose of more efficient organization and implementation of the activities of the BSC and in accordance with the RA Prime Minister’s decree N 112 dated March 5, 2002 the Secretariat of the Business Support Council was established within the ADA structure. The ADA’s newly created Department of the BSC, Secretariat prepares the appropriate documents related to the Council meetings and agenda, represents them to the Council members, coordinates the implementation of Council decisions, submits proposals to the Council concerning the investment promotion and administrative barriers elimination in the Republic of Armenia, provides the publicity of information concerning the Council activities and outcomes, provides information on project measurements of state importance and the works that are done and are to be done, records the discussions of the Council meetings and draws up relevant projects based on the above mentioned, records the special written views of the Council members, the Council decisions and the minutes by delivering them to the appropriate ministries and other government bodies.
