MUTUAL INTEREST
From November 6th to 7th, 2006 Mr. Robert Kocharian, the President of Armenia had an official visit to Astana, Kazakhstan. In the framework of the visit, there was an Armenian-Kazakh "round-table" meeting organized in the capital of Kazakhstan which was devoted to the discussion of bilateral cooperation opportunities. Later on, there took place a meeting of both Presidents with business community representatives. Both Presidents noted that the main subject of negotiations was the strengthening of trade and economic relations between Armenia and Kazakhstan.
The President of Kazakhstan Mr. Nursultan Nazarbaev said that both countries have much in common; in particular in recent years the relations had been developing at a quite rapid pace. Besides, Armenia is recognized as mostly free economic country with corresponding laws in force, which enable to make investments. To present Kazakhstan in figures, Mr. Nazarbaev mentioned the GDP growth per capita increased by 3 to 5 times during recent 7 years, budgetary funds amounted to total 25 billion USD. Our country has entirely paid off debts. Presently, several development programs in the field of industry, rural economy, house-building as well as public health service and educational system are underway.
According to Mr. Nazarbaev, Kazakhstan, with its already approved market economy, has almost accomplished the economic reforms. From 1994 the volume of foreign direct investments reached 50 billion USD whereas local investments amounted to 75 billion USD. Based on all these achievements, we made an ambitious target goal to be among fifty most competitive countries in the world by 2015 rank - said Mr. Nazarbaev.
Kazakh investments are not yet "actively operating" in Armenia, despite its blockade, is making significant progress in its development and this attracts and encourages us - said Mr. N. Nazarbayev, addressing domestic companies to be open in their decisions to establish business in Armenia. Representing Armenia's economic profile and addressing the issues of bilateral economic and trade relations, and their development potential, the President Robert Kocharyan brought many success stories of Armenia's cooperation with other countries and added that there is a strong commitment of Government to eliminate any kind of obstacles which continuously improves the business environment. There are no barriers which are not discussed to improve the conditions of doing business and increase volume of foreign investments and domestic exports.
According to him, the analogous structure of completed economic reforms of both countries, similar methods of economic development policies which are active now, as well as the key legislation framework for economic cooperation and foreign investments of Kazakhstan, encouraged by the Government and, at the same time, an attractive investment climate of Armenia are prerequisites for deepening bilateral cooperation between Kazakhstan and Armenia.
To put it short, the main thing for businessmen is to be sure his investment is secure and his return is guaranteed in reasonable time - stressed Robert Kocharyan. According to the President of Armenia, among the weak points are still the transportation issues, Karabakh border dispute, as well as the lack of effective information exchange between the two countries. In President's opinion, the latter can be rapidly overcome by means of effective collaboration with such organizations as Chamber of Commerce and Industry, Union of Businessmen, Armenian Development Agency.
As for business environment in Armenia, Mr. Robert Kocharyan noted that due to successfully implemented reforms the continued economic development for over six years in Armenia is obvious. Basic changes have been already carried out. He mentioned that Armenia is a member of WTO, which obliges us to carry much responsibility to WTO. As a result of our membership to WTO, ?our economy has become predictable?, ?there can be definitely no surprises?.
The President of Armenia represented the banking sector as the most attractive economic sector for Kazakh businessmen, since it is the most developed sector in Kazakhstan. Mining industry and metallurgy are also among developed sectors. ?Armenia does not provide such market volumes however Kazakh businessmen can actively work in Armenian market. To the President's viewpoint, manufacturing industry as well as information technologies can be of mutual interest for both countries. At the end of the round-table discussion definite agreements were made between the two sides.
According to Mr. Vahagn Movsisyan, the General Director of Armenian Development Agency, Kazakh capital can be directed to construction, mini Hydro power stations, natural stone processing, particularly, felsite. He said that the latter is of great interest for Kazakh entrepreneurs. Besides, Kazakh businessmen are interested in exchanging experience with Armenian jewelers. Armenian capital will be invested in Kazakhstan to construct a jewelry plant. It is planned to create Armenian Products House with the purpose of studies Kazakh market for Armenian products. It will have been opened by March 2007, meanwhile the First Kazakh-Armenian Business Forum and Armenian Expo in Alma-Ata would be held. To Mr.V. Movsisyan, Kazakhstan, recently opening its first IT park, would be rather interested in gaining Armenian experience in Information Technologies development practices. At the end of the year, the visit of Kazakh businessmen to Armenia is awaited.
As usual, during all foreign visits, the President meets also with Armenian Diaspora community in Kazakhstan to share with the goals of his visit. (According to official data, the Armenian community consists of 25 thousand people. Besides, according to the President, 2007 envisages Days of Armenian and Kazakh Cultures, and in autumn 2007 an official visit of Mr. Nursultan Nazarbayev to Armenia is planned.

ARMENIA ATTRACTS INVESTORS
Today, in the whole world, as well as in our country there is a great interest towards attracting foreign investments. The main objective of the Armenian Development Agency, established by the Government of the Republic of Armenia, is to attract foreign investments. The correspondent of the "Republic of Armenia"interviewed Mrs. Natalya Artsruni, Investment Promotion Director of ADA. The interview is represented below:
- Mrs. Artsruni, one of the most important objectives of your Agency is to attract foreign investments. Please tell me how serious foreign investments are for the economic development and what you are doing in this direction?
- Investments are the foreign capital inflow into the country by means of formulating representations of foreign companies and branch offices which means production organization of new kinds of high-end products in our country, application of progressive experience, creation of additional job opportunities and decrease of social tension. Besides, these organizations pay taxes to our State budget for their economic activity. Therefore, it's profitable for every country to attract foreign investments. That's why there is always a strong competition among countries in this field. For that purpose such agencies, as ours, are being established to promote foreign investments. As far as our work is concerned, it is to represent Armenia at international conferences and economic forums, participate at various international fairs and exhibitions by demonstrating our advanced technologies and best products, organize such exhibitions in our country as well. During these events many business contacts are being made. We also work directly with companies, looking for necessary people for that.
We do marketing on the basis of a well-designed program, where key priority sectors of economy for foreign capital attraction were selected in cooperation with World Bank of Development with participation of foreign experts. The choice of these sectors is based on world demand, especially, on the production. These are Information Technologies, fine chemicals, biotechnology, electronics and machine tools industry (electrical devices). All these products are available and possess small capacity; meantime, they are very expensive and in great demand overseas. Of course, while selecting the sectors we took into account our experience of certain production which is a very important prerequisite in order to produce competitive products. Within the framework of the project we have investigated the sectors, found out their strong and weak points and made an evaluation.
Besides meetings and making new contacts at conferences and exhibitions, we do also "written" marketing: we send e-mails to foreign companies offering them to do business with us, which may also mean to open up their branch offices and representations in our country, emphasize the favorable factors of organizing production in the country. Our letters are written so that the directors of the companies will not waste time to write answers to us. They just need to tick off where necessary and send the letter back to us.
Secondly, we do telemarketing which means establishing business relations directly with potential investors. It is very important here to find the persons from certain companies who are in charge of making decisions regarding investments. While working with potential investors, numerous questions need to be answered. Investors are interested in everything: the costs of labor force in our country and each economic sector, availability of engineers and workers, the level of our educational system, scientific potential, availability of free lands and offices and so on. Upon giving accurate and complete answers, the researches have to be performed in advance. Therefore we have won prizes for two years in a row for the quality and prompt responds to investor inquiries. We are among the five best similar agencies in the world for providing the best answers to the directors of companies. Since 2005 we turned into more rapid and economical process to attract investments - active target marketing. In a short period of time we have worked on a huge assignment. We have campaigned three marketing campaigns: 2 in Europe and 1 in the USA, during which we have researched 7000 companies, among those 3500 were picked for further cooperation and we also have created their database. Nowadays, we have sent marketing letters to all of them and established business relations. I believe that we will see the outcome of this task.
- How attractive is Armenia for foreign investors in your opinion?
- I can definitely state that they all would rather like to open their branch offices in our country, and we have enough favorable factors to support them. We do not need a lot of papers to register a company or acquire a license for business. I must say that our state employees understand how important it is for the country to attract representations of foreign companies and they do everything to solve these problems as soon as possible. So the representatives of foreign companies do not lose much time to acquire the necessary documents.
The next favorable factor is law. According to it, the businessmen are tax exempt during the first two years of economic activity.
Here I would like to mention that many countries do not only give such exemptions to the businessmen, but also pay wages to the employees of foreign companies from the state budget and provide them with other free services in the first period of formation. Meanwhile, the validity term of the tax exempt law is expiring next year. I consider necessary to prolong the law validity terms and also the period of privileges.
The next supporting factor is our scientific and technological potential, our brainpower and availability of qualified specialists. Our higher educational system stands at the high level and that is why the increasing number of foreign students in Armenian universities is evident. These and other favorable factors are the trump cards that we use in a tough competition to attract foreign investments.
- But there are also unfavorable factors - the small market, difficulties to export products related to the blockade from the side of Turkey and Azerbaijan...
- All these factors make serious difficulties however we provide ideal information to our potential investors. Sometimes we need to maneuver, to affirm that Armenia is a gateway to CIS counties and we have an agreement with them about tax free trade. And these markets are immense.
- Judging from your words the work that you do is very hard and requires a lot of tension and ability to overcome obstacles. What are the results of your efforts?
- As you have already noticed the process of attracting investors is very long-lasting. It's not easy to attract foreign investors to open businesses in the unknown country, whereas other countries offer better conditions. We don't rely on a prompt response here. That's why I must confess that the results are not always adequate to our efforts. It would be better to state that we work with variable success. For instance, recently two companies, Microsoft and Sonics opened their representations in Yerevan. We work also with such famous companies as Genzyme, LBM. Japanese businessmen have shown a big interest in Armenia lately and we have already a cooperation agreement with them in the field of electric power production. We are very pleased with our business relations with the Diaspora representatives. Thus, a group of Armenian businessmen purchased Arzni glass factory, reconstructed it and now it is manufacturing glass containers. Other group of our compatriots is establishing a business center in Charentsavan. With our support a huge project has been developed to open up a new educational center, start reconstruction of streets, parks, construction of schools and so on. Within the framework of this project a middle school was completely renovated and other projects are involved. Such examples are valuable especially for creation of job opportunities countryside.
- How is the dynamics of investments in total quantities?
- Investments are increasing from year to year
- It would be right to compare it by time periods. Let's say if in 2001 the investments made up 75 mln. USD 859 thousand USD, in 2002 - 140 mln. 964 thousand USD and last year the figure reached 276 mln and 400 thousand USD.
- It's nice that your efforts are not being wasted.

POTENTIAL OF ARMENIAN-BELORUSSIAN COOPERATION FOCUSED ON IT SECTOR
YEREVAN, October 24, 2007. The potential of Armenian-Belorussian cooperation is focused on the IT sector, Director General of the ADA Agency Vahan Movsisyan stated at a meeting of Armenian and Belorussian businessmen in Yerevan. Movsisyan stressed that the Belorussian IT sector is interestingly developing in the aspect of production enterprises. "We are good at outsourcing, chip production and design, while Belarus is good at production application. We can think of cooperation," Movsisyan said. He added that Armenia's IT sector currently employs 6,000 specialists.
Movsisyan pointed out that Armenia will try to establish cooperation with Belorussian colleagues in such fields as processing of precious stones, machine construction and agriculture. "It is also important to find opportunities for the export of Armenian samples to Belarus," he said. Movsisyan stressed that Armenian-Belorussian trade turnover has increased in 2006 and is now $15mln. However, despite a 10-fold increase in the trade turnover since 2000, this is an insufficient level. "The Government has set the task to increase the trade turnover by 100%, which requires active contacts. In this context, we plan to organize an exhibition of Armenian products in Belarus as well as a business forum to present the country's investment potential," Movsisyan said.
In his turn, Belorussian Minister of Economy Nikolay Zaichenko pointed out the topicality of business meetings in conditions of diversified economies. "We attach much importance to the development of high science-intensive technologies, and IT is among the sectors relied on," the Minister said.
He pointed out that Belarus attaches priority importance to the IT sector, and exchange of experience and knowledge will help the Armenian and Belorussian sides to develop this economic sector.
The business meeting is being held as part of an official visit being paid to Armenia by a Belorussian governmental delegation headed by Premier Sergey Sidorsky. P.T.

ARMENIAN GERMAN BUSINESS FORUM ORGANIZED BY ADA
In the framework of the official business delegation headed by top officials of the Ministry of Economy and Technology of the Federal Republic of Germany and business community representatives from 17 companies.
Armenian Development Agency will be hosting an official business delegation from Germany. In October, 9th, 2006 ADA will hold an Armenian German Business Forum. The program includes welcome speeches of Mr. K. Chshmarityan, Minster of Trade and Economic Development of the Republic of Armenia, Her Excellency, Mrs. Renata Paitsch, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Armenia, Mr. Peter Lorents, Adviser on the Cooperation with CIS countries, Ministry of Economy and Technology of the Federal Republic of Germany, Mr. Oliver Vick, Director of Eastern Committee of German economy. Welcome speeches will be followed by the presentation on Armenia's economic development and cooperation potential made by Mr. Tigran Davtyan, Deputy Minister of Trade and Economic Development of Armenia, and presentation on Armenia's investment environment and export opportunities made by Mr. Vahagn Movsisyan, General Director of Armenian Development Agency.
The German side was represented by 17 private company representatives including Alcatel Deutschland GmbH, AREVA Energietechnik, Siemens AG (electronics and electrical techniques), Multitrade Commerz GmbH (trade of used equipment), ABB AG (power energy), union of engineers and other companies, which are engaged in roads building equipment production, processing and trade of precious stones, introduction of food processing technologies, agricultural equipment, laboratory equipment, construction works etc.
The representative of Commit Project Partners, which is the delegation's visit coordinating German organization will present all members of delegation. Afterwards, discussions with Armenian Government and business community will take place. The two sides will exchange useful information on the two countries economies on the macro and micro levels and ADA will support to the effective follow up of the activities of the two sides after the event.

INFORMATION TECHNOLOGIES DEVELOPMENT SUPPORT COUNCIL SECRATARIAT, i.e. ADA, WAS AWARDED THE PRIZE AT ALL-ARMENIAN E-CONTENT AWARD 2006
Armenian Development Agency is the Secretariat of the Information Technologies Development Support Council (ITDSC). The Secretariat's website www.itdsc.am , addressing all news and developments in IT industry of Armenia as well as interesting interview of key players of Armenia's IT sector, became a sort of gateway to Armenian Information Technologies and related topics. Being highly appreciated by Armenian IT community, the website was awarded with the Grand Prix among other 8 winners and also was the best in the e-Government category within All-Armenian E-Content Award in 2006.

THERE CAN BE NO INVESTMENTS MADE SOLELY BECAUSE OF ONE'S LOVE TOWARDS THEIR MOTHERLAND
The Armenian Diaspora should not make investments only because of their love for their homeland. They should invest in Armenia solely on the basis that they are businessmen, who want to make a profitable investment in Armenia. To achieve this aim, we have to identify those competitive priorities and institutional abilities which will attract businessmen to Armenia. The most important objective of the government is to minimize the self-cost of business, so that doing business in Armenia would be more efficient.
Which are the most attractive sectors in Armenia today?
After having done thorough research we discovered that there are competitive priorities in the following four sectors; precision engineering, biotechnologies, information technologies, fine chemicals, as well as pharmaceuticals. We have also realized that by starting an outreach program in Europe and the United States, interested individuals will come to Armenia and those that are interested in doing business, will do some research then decide whether they want to establish a business here.
Now we are targeting those Diasporan businessmen who are experienced in the above-mentioned fields and which Armenia can offer competitive advantages. After numerous researches we also realized that usually Armenians are not CEO's in suchlike companies, however they hold other important and responsible positions within their respective fields. Therefore, they can start outreach programs with their companies and they can then find suitable investment opportunities in Armenia within their relevant business sectors.
What other steps does ADA undertake to attract foreign investments?
To attract foreign investments requires numerous amounts of work made overseas which is very hard without having foreign offices and outreach campaigns. We are now initiating our first outreach program that will take place in Europe, where we will have meetings with about 35 Diasporan businessmen within the following sectors: biotechnologies, fine chemicals, information technologies and pharmaceuticals. The research shows that these businessmen never had any previous relations with Armenia and still hold some negative attitudes towards the idea of investing in Armenia. Our current objective is to keep them updated on the developments in the Armenian economy during the past 15 years of independence and to create more business ventures and raise awareness of concrete and profitable investments within the country.
We have already arranged a series of meetings with 4 people in Belgium, 8 businessmen in France and 6 in Germany. The forthcoming Armenia-Diaspora Economic Forum in September 2006, will also be very beneficial as numerous Diasporans will be visiting Armenia and participating at the event. The Armenian Development Agency is the Secretariat of the event, therefore we will be hosting our guests and working with them throughout all their stay in Armenia. We will host an Open House Day at the ADA, where already over 200 businessmen will be attending. Our major objective is to guide them towards their areas of interest, and providing them with all the necessary information regarding business ventures in Armenia. In addition to this, we will organize 4 exhibitions, one of which is the Armenian Expo to be held in November 2006, in Toronto, Canada. Furthermore, the ADA is working for Armenia's exposition in the framework of the Intergovernmental exhibition devoted to the 15th anniversary of the Commonwealth of Independent States (CIS) to take place in October, in Moscow.
Along with the all above-mentioned activities, we introduced a very appealing sector in Armenia which is handcrafts. We have already created a working group and discovered skillful Armenian craftsmen who work on wood, metal, stones and various other types of handcrafts. The souvenir business has a great potential in Armenia, therefore it is very important to promote and increase this sector and to obtain oversea orders. Already, we have started to accept large volume oversea orders, for example we have an order from Switzerland for 10.000 national souvenirs made of obsidian or ceramics. Such huge orders, will benefit Armenia in many ways, because it will create numerous job openings for those skilled craftsmen.
We firmly believe that the retailing of handcrafted souvenirs abroad has a great potential in Armenia, but unfortunately this field has not yet fully developed to its full potential, as products are only exported to foreign countries in small quantities. In the near future, we hope to participate in several art and craft international exhibitions and fairs to promote Armenia's great potential in this sector.
What do you do to improve the investment climate of the country?
As it is known, our agency is also the Secretariat of the Business Support Council (BSC) chaired by the Prime Minister. We are working to create new databases of existing challenges for doing business in Armenia, so that we can better communicate the obstacles that businessman face with state authorities and business community representatives.
To help improve investments in Armenia, the ADA has also successfully implemented a 1 million dollar support program for the World Bank, and we are already negotiating another program with the World Bank as of next year.
As you can tell, ADA tries its hardest to attract foreign businessman, and is always happy to aid those interested in investing in Armenia. We feel that our agency is a type of a one stop shop, where new and old entrepreneurs meet and develop new projects. Throughout the last 3 months our agency has made ties with investors and created business forums from all over the world, with many Italian, Indian, Egyptian, Iranian, American, as well as German Armenians whom have all invested in Armenia.

ARMENIAN DEVELOPMENT AGENCY RELEASED A SPECIAL ISSUE OF "FORUM" ARMENIAN BUSINESS REVIEW, AUTUMN 2006, DEDICATED TO 15th ANNIVERSARY OF ARMENIA'S INDEPENDENCE AND ARMENIA DIASPORA SECOND ECONOMIC FORUM
We released a special issue of Forum Armenian Business Review autumn 2006 prior to the celebration events of Armenia's 15th anniversary and Armenia Diaspora Second Economic Forum. Armenian Development Agency was the Secretariat of the Economic Forum, where information materials on Armenia's investment climate, economic sectors, and export opportunities published this year and special issue of Forum were distributed.
The Review contains information on Armenia's economic indicators of 2006 (semi year), recent foreign and domestic successful investors in Armenia, interesting interviews of state authorities and private sector representatives sharing their business histories etc.
In Armenia, the Review is distributed among ministries, international organizations, foreign embassies and consulates. The Review is also distributed among Republic of Armenia diplomatic missions abroad with the assistance of the Republic of Armenia Ministry of Foreign Affairs.

ADA IS AMONG THE TOP FIVE AGENCIES IN THE WORLD FOR ITS LEADING PRACTICE IN THE PROVISION OF INVESTOR INFORMATION
Armenian Development Agency is one of the top five world investment promotion agencies among 114 developing and transition economies studied (IPA's) for the best practice in providing investor information. The award was granted by the World Bank group, Multilateral Investment Guarantee Agency (MIGA) and the World Association of Investment Promotion Agencies (WAIPA) was given at the Annual Meeting of WAIPA and World Economic Forum, which took place in the beginning of March, in Geneva, Switzerland. Along with the ADA, four agencies from developing countries like Columbia, Senegal, South Africa and Nicaragua were also awarded. The high standard performance and quality service of the ADA encourages and obliges the whole team to constantly improve the quality of its activities which seek to represent Armenia as a favorable investment destination. The studies of the MIGA are based on the evaluation of the quality and efficiency of investment promotion agencies that provide information regarding tangible investment opportunities for their relevant countries. The studies were formed in two ways: availability of the information on the website as well as the quality of the staff within the agencies.

SECOND ARMENIA PRODUCTION FAIR "GOLDEN POMEGRANATE" TO BE HELD IN MOCSOW ON SEPTEMBER 9-10
The second fair of Armenian production "Golden Pomegranate" will be held in Revolution Square (Moscow) on September 9-10. 35-40 enterprises have applied to the Armenian Development Agency (ADA) to receive assistance for participation in the fair. About 90 enterprises took part in the first Golden Pomegranate in 2005.
The fair will take place within the framework of the agreement on trade and economic cooperation between the Armenia's and Moscow Government. Products of various Armenian enterprises, particularly, products of food industry, jewelry-making, souvenirs, works of Armenian painters will be on exhibited.
The visitors will have a chance to taste Armenian national food. During the two days of the event, Russian and Armenian pop stars, song and dance ensembles, famous singers will perform in Revolution Square.
The event's organizer is Neva-Expo Company authorized by the Republic of Armenia Government. Golden Pomegranate-2006 will be held with the assistance of the Armenia's and Moscow Governments, the Armenian embassy in Russia, Yerevan Mayor's Office, the Representative Mission of Yerevan Mayor's Office in Moscow, the Armenian Development Agency, Moscow Departments of Consumer Market and Food Resources, and the Department of Moscow's Central Administrative Okrug.

SWISS INVEST FORUM 2006 - ARMENIA'S PARTICIPATION
Armenia's economic cooperation potential was represented at the Swiss Invest Forum which was held in June 12-13, 2006 in Zurich, Switzerland. The forum was organized by the Swiss Organization for Facilitating Investments (SOFI), our counterpart organization in Switzerland.
Armenia's participation at the Swiss Invest Forum has been encouraged by the efforts of the Ministry of Foreign Affairs, in particular thanks to H. E. Mr. Z. Mnatsakanyan, our Ambassador in Switzerland, Ministry of Trade and Economic Development of Armenia and the Armenian Development Agency (ADA).
The official delegation headed by Mr. Karen Chshmarityan, Minister of Trade and Economic Development of the Republic of Armenia, represented by Mr. Vahagn Movsisyan, General Director of the Armenian Development Agency, Ms. Natalya Artsruni, Investment Promotion Director of the Armenian Development Agency, representatives from SME Development National Center of Armenia (SMEDNC) and Enterprise Incubator of Armenia (EIA) also participated at the Swiss Invest Forum 2006. H.E. Mr. Karen Chshmarityan, Minister of Trade and Economic Development of Armenia delivered a speech on "How Political and Economic Transition Creates New Markets" on the first day of the Forum, June 12, 2006. ADA presented the investment climate of Armenia, investments incentives and competitive advantages of Armenia for attracting foreign investment.
Armenia had a separate pavilion, where the following sectors were presented: IT, Pharma/Bio, Fine Chemicals and Tourism. ADA representatives hosted in Armenia's pavilion potential investors, interested in our location, presented them potential opportunities in the country. ADA had been working hard prior to the event with our Diaspora representatives on raising interest among the companies of potential investor and arranging relevant meetings during the conference with interested companies. In addition, ADA also distributed its publications about the investment climate of Armenia and key economic sectors.
ADA is rather optimistic that the promotion efforts of Armenia made in Zurich as well as the effective follow up activities can encourage Swiss investments into Armenia in the nearest future.

FRENCH PROVINCE OF VENDEE TO SUPPORT ARMENIA IN SPHERES OF VILLAGE TOURISM, AGRICULTURAL RECULTIVATING AND STUDENTS' RETRAINING

YEREVAN, MAY 25, NOYAN TAPAN.During the visit of the delegation of the French province of Vendee to Armenia (May 20-25), development programs of village tourism, processing of agricultural products and students training were discussed. Dominique Souchet, the General Counselor, President of the Commission of the International Cooperation Action in the spheres of culture, economy and tourism announced about it during the May 24 press conference. The visit was encouraged and organized by the economic promotion efforts of the Armenian Development Agency together the Franco-Armenian Gi2A organization.
According to D.Souchet, Armenia has a great potential to develop the village tourism, and the French province of Vendee which receives 5 million tourists annually (the second index in France) will support its implementation. As he stated, the province which is also a leader in the agro-processing industry has undertaken the readiness of supporting the Armenian enterprises processing beef and poultry.
It was mentioned that already starting from this year, the students of the French University in Armenia will be trained in big enterprises of Vendee. According to D. Souchet, the entrepreneurs of the province can get acquainted with the peculiarities of the Armenian market and markets of other CIS countries by associating with the Armenian students.
According to D.Souchet, programs of economic cooperation between Armenia and Vendee as well as programs of possible investments of the entrepreneurs of that French province in Armenia will be discussed during the planned mutual visits, exhibitions of productions of both sides in Vendee and Armenia and during the business forums. As he states, in Vendee the first exhibition of Armenian products is planned to be organized during Year of Armenia in France.

ARMENIAN DEVELOPMENT AGENCY INTENDS TO OPEN OFFICES ABROAD
YEREVAN, MARCH 6, NOYAN TAPAN. ADA intends to open its offices in CIS countries, the US, the Near East and the South-East Asia, Vahagn Movsisyan, ADA Director-General told NT correspondent. In his words, the program on opening of ADA offices abroad will be implemented under the World Bank's second credit program on ADA capacities development. It is envisaged to start this 5-year program from mid 2006. According to V. Movsisyan, ADA envisages to open its European office in Switzerland, and its CIS office - in Russia (Moscow). The issue of opening an office in Ukraine is now under discussion. The US-based offices of the agency will be located both on the East and West coasts. The agency's representative to the Middle East will function either in the United Arab Emirates (Dubai) or in Lebanon (Beirut). It was noted that the opening of an office in the South-East Asia has some long-term purposes because Armenia is forming a new market - a favorable one in terms of export and investment attraction in that region. In V. Movsisyan's words, The ADA will carry out active work on the markets of the South-East Asian countries starting this year. It is envisaged to hold the first exhibitions of Armenian production in such countries as Korea, Malaysia, Indonesia and Philippines. V. Movsisyan noted tat some furniture manufacturers from Indonesia and Philippines, who already have a big market in a number of CIS countries, are interested in setting up their enterprises in Armenia. He considered Armenia' cooperation with these South-East Asian countries in the information technologies sector and textile industry as perspective. According to him, although the ADA does not have yet any office abroad, it ranks 5th in terms of its services quality, according to the 2005 report of the World Bank's Multilateral Investment Guarantee Agency.

Visit of the Italian Delegation Armenian Development Agency hosted an Italian delegation headed by Mr. Macchiarella, the team-leader of the project, and the representatives of several Italian companies (DEA C.I., Asepsystems etc) on February 2nd, 2006. Armenian Development Agency provided the full package of investor services, organized all necessary negotiations, meetings with relevant Armenian companies and institutions as well as ensured site visits of Italian businessmen to target Armenian companies. As a result of fruitful work and supported by the Italian embassy in Armenia, the two parties i.e. the Industrialist Union of the Province of Caserta in collaboration with the Italian partner EXEN S.p.A. and Armenian Development Agency signed Memorandum of Understanding aimed at more effective exchange of economic and trade information between Italian and Armenian companies to better promote their cooperation and friendship ties. The Ministry of Foreign Affairs of the Republic of Armenia has chosen our Agency to be the main body for this important cooperation program between Italia and Armenia, the main goal of which is the strengthening of the economic relations between Armenia and Italy.

Breakout Session of the CACCI COMMITTEE OF WOMEN ENTERPRENEURS (October 27-28, 2005 Tbilisi, Georgia) The 70th CACCI Council Meeting and the Asian Business Forum took place in Tbilisi, Georgia on October 27-28, 2005 setting priorities of new stage of economic ties development between Asian and Caucasian regions. The Asian Business Forum (expanding business in Armenia, Azerbaijan and Georgia) provided the possibility to assess business opportunities in the Caucasus. Thus, the Asian Business Forum intended to evoke certain interest among business people of Asia-Pacific region and it gave a chance to meet their potential partners from around 23 countries which took part in this business meeting. Armenian Development Agency also participated at the event with six participants. General Director of ADA Mr. Vahagn Movsisyan delivered a speech followed by a presentation on the investment climate of Armenia. Additionally, he insured that today Armenia is firmly market oriented with the most liberal trade legislation among the Newly Independent States. He also mentioned that the agency is providing a full range of pre-investment and aftercare services to potential and existing investors. Established in 1996, the Confederation of Asia-Pacific Chambers of Commerce and Industry (CACCI) is a regional organization composed mostly of apex chambers of commerce and industry and business associations representing the interest of more than three million business enterprises in Asia. It aims to provide a forum for examining, crystallizing and consolidating economic thinking of Asian and Western Pacific enterprises and for promoting intra-regional trade and investments. With members from 23 Asia-Pacific countries, it cuts across national boundaries to link businessmen and promote economic growth throughout the region. CACCI is a non-governmental organization granted consultative status under the United Nations.

CANADIAN-ARMENIAN Business Meeting (November 10-12th, 2005)
Canadian Armenian Business Council (CABC) jointly with Armenian Development Agency had agreed and consequently organized business to business meetings between Canadian and Armenian business community representatives during the second business mission of Canadian Armenian Business Council to Armenia in November 10-12, 2005. ADA warmly met the delegation, comprising of 11 members, and worked out the whole program for the successful fulfillment of target objectives of the Canadian second to Armenia. The main goal of the follow up business mission of Canadians to Armenia was to strengthen and expand contacts in main areas of their interest in Armenia. Their specific interest was in the following sectors of Armenia: financials and investments, food processing, real estate and restaurant services. Armenian Development Agency had effectively worked with the Chair of Armenia Projects Committee of Canadian Armenian Business Council and as a result of the carefully designed working program for the Canadian business delegation?s visit to Armenia, the delegates were highly satisfied to acquire new knowledge on Armenia?s economy, relevant business sectors and viable investment and export projects with high potential for Canada. Many useful meetings and preliminary agreements were established with Armenian companies with the help of Armenian Development Agency. Concrete Armenian business promotion events are already planned to be jointly organized with Canadian Armenian Business Council in 2006.

Armenian-Japanese Business Forum October 24th, 2005 Armenian-Japanese business forum, organized by the Armenian Development Agency, took place in Yerevan on October 24th, 2005. His Excellency Mr. Issei Nomura, Ambassador of Japan to Armenia (residence in Moscow), accompanied by Japanese businessmen and diplomatic officials arrived in Yerevan on this mission. Aside from Armenian and Japanese businessmen, representatives of Foreign Ministry of Armenia and diplomatic officials of both countries participated at the event. The Ambassador of Japan Mr. Issei Nomura and representatives of leading Japanese companies, such as MITSUBISHI, OLYMPUS, TOSHIBA, SUMITOMO Corporation, HORIBA, MITSUI, JETRO arrived in Yerevan to participate in the Business Forum. The event was the logical continuation of the dialogue which was held in Moscow in the framework of agreements reached in June during the official visit of Armenian Prime Minister?s delegation to Japan. The bilateral business forum was a real success and evidence of mutual interest of the two countries in strengthening trade and economic partnerships. Honoring the importance of relations with Japan, the Armenian government insured that Armenia is ready to support events that would promote economic and political cooperation between Japan and South Caucasus region in accordance with the South Caucasus - Japan new initiative. Japanese businesses were particularly interested in Armenia?s IT, tourism, mineral resources, finance and energy sectors. The two parties assessed the Armenian-Japanese business forum as a sign of mutual interest in fostering the bilateral economic, trade and friendship relations. Armenian Development Agency is strongly confident that effective exchange of information between Japanese and Armenian businesses and important contacts acquired as a result of the Business event will encourage the development of more success stories in the nearest future.

ARMENIAN-LATVIAN Business Forum (October 6-8th, 2005) On October 6th, 2005, Latvian President Mrs. Vaira Vike-Freyberga accompanied by a delegation of Latvian government officials and business community representatives arrived in Yerevan. Armenian president Mr. Robert Kocharyan and Mrs. Vaira Vike-Freyberga participated in the Armenian-Latvian Business Forum which was organized by the Armenian Development Agency. The event took place at ?Golden Palace? hotel. The two parties signed agreements on protection of mutual investments and cooperation between their customs agencies. Heads of two countries discussed the whole spectrum of Armenian-Latvian bilateral relations, exchanged thoughts on regional and global problems. Priority directions of economic cooperation and ways to activate them were thoroughly discussed. Latvian businessmen were particularly interested in IT, electronics, construction, consulting services, banking system and food processing sectors of Armenia. The parties also discussed the possibility of direct air flights Yerevan-Riga. We are strongly confident that Latvian official visit to our country and business meetings occurred with Armenian businessmen will help to develop friendship and cooperation ties between the two countries.
